0:40.9	But do those rules go too far? The U.S. Supreme Court is said to hear that case today, which involves the digital divide and the power of federal agencies.

0:56.2	One of them is called the Universal Service Fund. It was set up by the Federal Communications Commission
1:01.8	in the 1990s. The fund helped subsidize phone and internet service in rural and low-income areas.
1:08.1	The conservative group Consumers Research argues that Congress gave the FCC
1:12.7	too much power to run the fund. A nonprofit collects and then distributes money for the fund.
1:18.6	Consumer's research says that steps on Congress's power to tax and spend, and lawmakers should
1:24.2	budget money for the fund themselves. The FCC says Congress has traditionally
1:28.6	given federal agencies wide latitude to administer programs like this. This is the latest Supreme
1:34.7	Court case to look at the broader question of how much authority federal agencies should have. The
1:39.9	court will hear oral arguments today. It should issue a decision by the end of June. I'm Nancy Marshall

1:52.8	in the Black Sea to allow cargo ships through. Russia will honor the agreement only if certain
