About five years ago I was sitting in someone's office in Oslo in Norway.

The chap was an academic and his opening line was, Scotland has the most skewed pattern

of land ownership anywhere in the Western world.

And at that stage I sat up and started really paying attention.

Land ownership is one of those hugely controversial subjects that it's not just about who owns it's how they own it what

they do with it who gets access to that land afterwards i was there in norway with you but i was

speaking to farmers and the farm had been the same generation for 800 years and you can't buy a farm

unless you're going to farm it and we've been blinkered over the years into its ibeen and we can't change it

but there's a real feeling now that actually we can't change it i'm mark stephen he's you and mackle

tell me first of what does the commission do the commissioners set up in 2016 to not quite think they unthinkable, but unquestionably,

to think through the issue of where does Scotland want to be over the next five, ten, twenty-five years

in relation to land ownership and land use.

We've not just gone to Europe, but we've gone to North America, we've gone to

Australia, and we've said, how do other people do this? And what we found is that people do it
