to do, what they ordinarily do is they evaluate national security threats. And in the national

threat assessment, they present this to the American people, to policymakers, to low

makers, and so on, so that we can do something about it, right? So that we make decisions

based on real knowledge. And the federal government has failed to do its job for several years

now. There has been no threat assessment that has properly identified the national security

threat posed by the transformation of the cartels in Mexico, which were one drug organizations

decade to go. And that are now among the most violent, transnational criminal organizations
