An agreement ready to go. I'm Lisa Lacerra. Fox News. Ukraine's president set to travel to Washington this week to sign a rare earth minerals and economic agreement that will offset some of the costs the U.S. is incurred in helping Ukraine fight Russia.

Ukraine's president Volodymyr Zelensky will sign a framework deal with President Trump Friday, granting

U.S. access to Ukraine's rare earth minerals. We've been able to make a deal where we're going to get

our money back and we're going to get a lot of money in the future, and I think that's appropriate.

President Trump has linked a minerals deal with U.S. military aid sent to Ukraine. He says

talks are also continuing with Moscow on a

potential peace agreement. I can tell you that NATO you can forget about. The president says he thinks

Ukraine's NATO ambitions led to Russia's invasion, but says Europe is committed to a security guarantee

in deploying peacekeepers.

Fox is Jared Halper at the White House. President Trump has issued a new executive order having to do with the Department of Government Efficiency.

The White House says it requires government payments and travel expenses to be justified and made publicly available where possible.

And it requires agencies to immediately reveal all contracts

and grants. The measles outbreak in rural West Texas has claimed the life of a child. Dr. Laura

Johnson is with Covenant Health Lubbock, which is treating about 20 patients. The best way to contain

a measles outbreak is through vaccination. We're very lucky to have an

extremely effective vaccine for measles. Having two doses of measles vaccine confers 97% lifetime

immunity. Federal health officials say it's the first measles net in the U.S. since 2015.

There were at least 124 cases in Texas, mostly in the

Mennonite community. There are also some cases in New Mexico, but they're not sure of those
