Sanctions regime against Russia. The year since the attack on Ukraine and the sanctions

have beggared Russia's future have guaranteed that the people, especially the young people

of Russia, will live in a landscape that is much reduced and the damage to their education

and their children will be profound. Blanketing that part of the world with doubts for decades.

However, right now the Russian sanctions are in debate in the EU because there are questions

about are they effective? Are they blocking Russia's ability to get parts and high tech

system? The war fighting materially it needs to carry on its conduct. I welcome Michael

Bernstom of the Hoover Institution who has been following sanctions for me since before

the war started. We move now from talking about crude oil or refined oil products where

there are caps that at this point are said to be very effective for reducing the Russian

income. We move to the EU's 10th package of sanctions which member states are pushing.
