0:05.7	December 1st. Lawmakers from both sides of the aisle are questioning whether the Trump
0:11.4	administration committed a war crime when it blew up an alleged drug boat in the Caribbean
0:16.0	on September 2nd. This was after reports about a follow-up strike that killed survivors, with some suggesting
0:22.4	it could constitute a war crime. CNN has learned that after the first strike on this boat,
0:27.7	the military assessed there were survivors, but sources say a second attack killed the remaining
0:32.4	crew, 11 people were killed in total. Source says that before this operation,
0:37.2	Defense Secretary Pete Heggeseth had ordered the military
0:39.8	to make sure that everyone on board was killed, though it's not clear whether he knew there
0:43.7	were survivors before that follow-up strike.
0:46.6	Hexseth continues to defend the strikes and insists the operations in the Caribbean have been
0:50.8	lawful.
0:51.8	We should also say the administration has never publicly acknowledged killing survivors, and legal experts consider these boat strikes illegal under international
