0:20.8	Wellen of the Hoover Institution about the California legislature, especially as directed by
0:26.7	Governor Gavin Newsom. Bill goes out of his way to say Gavin Newsom is not running for president.
0:32.3	I agree. He's not running for president. He is, however, preparing to run for president.
0:37.5	Now or then or now. And one of the clever ways and powerful ways that Governor of California has
0:44.4	to run for president without announcing or making speeches is to sign pieces of legislation
0:52.0	that are his vision of what he do nationally. In this instance, the governor is looking to
0:57.5	sign dietary legislation having to do with controlling additives that are understood as unhealthy
1:04.8	and junk food. He signs legislation about guns, probably wouldn't pass many court tests,
1:11.4	but it's right in the right direction for the Democratic primary audience. He signs
1:17.1	piece of legislation about greenhouse gases, and what companies must report. Again,
1:23.5	perhaps it'll be courted, perhaps it'll be blocked, but it is intentional and good campaign
1:29.8	strategy, and then my favorite. He's looking to sign a piece of legislation from the assembly about
1:36.1	hallucinogens, especially magic mushrooms. Shrooming, I think Bill tells me, is what it's called
1:42.6	a California, and it's popular. It's a psychotropic reaction to mushroom, particular kinds of
1:52.0	mushrooms, called magic mushrooms, and Gavin Newsom associates himself with the medicinal uses of
1:58.8	hallucinogens. Then there is the larger question of the California Republican Party. Bill compares
2:05.5	it to a circular firing squad, not present in the super majority held by the Democrats in
