victory the Brian Kemp claimed was as I recall 51,000 votes and he kept 55,000 people who were newly registered, about 70 to 80% of them

African Americans, kept them off the voting rolls, wouldn't let them vote.

And you know, Greg Palace has got all this video you can see

over his website, Greg Palace.com, of black people trying to vote in Georgia and

literally being told that they wouldn't even give them a provisional ballot.

So I was reading these stories and I looked up the Help America Vote Act, also known as H.R. 3295.

And this was in 2002, because the whole provisional ballot thing came out of the Help
