You can't solve the crime problem if you can't solve the most basic problems.

You can't deliver water to your people and build them accurately for it, then you can't

perform the basic functions that cities have performed for over a hundred years.

This is what third world countries look like.

When you go visit a third world country and you walk along the streets with a tour

guide or your book in hand and there is sewer running into the streets.

People peeing and pooping everywhere.

And when you ask people about their business or their travel or any and they sort of with a wave of their hand. They don't expect anything of anyone.

They don't expect anyone can accomplish anything.

Everyone is corrupt. You create an

environment where the lowest person in the bureaucracy is trying to make his

money, his badge, whether he be an inspector, a police officer, anybody,

is how he tries to make a little money for himself.

So the system is absolute failure. And interestingly,

comparison to the US, they will be most offended if you suggest that they

are bought and paid for or that they are for hire.

That's what we have achieved in this country.

We have a third world level of standard. I give you a great

example. KPRC TV's Amy Davis has done a wonderful job on the fact that we have busted water
