Let me just say first about Tillerson.

It's hard to fathom what happened because he was a very experienced man in a very high

position.

He had been all over the world.

So why didn't he understand and appreciate better what the State Department was trying

to do?

The President's Secretary is doing better, but the State Department, I think, is still

in a position in which it's been severely weakened by Tillerson.
