But first, here's the background to this. The U.S. Constitution gives Congress the power over

Washington, D.C. It's Article 1, Section 8, C.12. This section gives the Congress, the power,

to find a piece of land and govern over it. Fast forward to 1973. Congress allowed D.C. to elect its own mayor and

counsel, but Congress only gave up some of their powers. And even in that, Section 740 is the

Emergency Powers Act, where the president can bypass all local control and take this constitutional

power back entirely. Or as the president put it,

I'm announcing an action to rescue our nation's capital from crime, bloodshed, bedlam, and squalor.

And worse, as an example of being tough on crime, a California man faces 20 years in prison

for allegedly striking a border agent with a piece of cinder block. Maybe you've seen

videos of these anti-ice agents intentionally chipping away at a cinder block to get pieces and
