There wasn't an official evacuation order until August 28th.

And that's when Katrina turned into a category five.

The mayor of New Orleans at the time, Ray Nagin, on that day, he issued the first ever mandatory evacuation order.

And he called it at the time. He said it's the storm that most of us have long feared,

And so the city did start trying to make some plans for an evacuation. They did the contra flow lane reversal on I-10, which is the highway that runs east and west through New Orleans and on I-55 and 59, which goes north out of town. And then at that point,

they decided to turn the Superdome into sort of a refuge for folks who couldn't leave town. But
