Yesterday, Congress held closed-door briefings about September's double-tap strike of an alleged drug trafficking boat,

and CNN has some exclusive reporting. According to three sources with direct knowledge of the briefings,

the two men hit in the

second strike were floating and holding onto their capsized boat and did not appear to

have communications devices.

This information goes against arguments that defense officials have been quietly pushing,

namely that the two men were legitimate targets because they appeared to be radioing for help
