It's called Chas, the Capitol Hill Autonomous Zone, six city blocks, that's one part perpetual protest,

one part outdoor street fair.

Seattle residents who aren't necessarily part of what's happening right outside their doors.

All of this, of course, comes against the backdrop of COVID-19. Seattle, like most other U.S.

cities, large and small, is facing massive revenue

shortfalls from the shutdowns, meaning there are going to need to be major cuts. But the city

also needs to plan how to handle the possibility of new outbreaks and new safety measures when the
