On June 7, 2015, Sergeant Alfredo Santiago was the supervisor and charge of every officer

at the shooting scene on Elinora Avenue, plus every Northwest District Patrol officer

working the baker shift that morning.

Santiago was also one of the four officers who shot at Keith Davis Jr.

supporting to Baltimore Police Policies 7-10, titled Categorical Use of Force and Incustity

Death Response.

Officers who use force are to remain on the scene until a permanent rank supervisor

arrives.

All officers who discharge their weapons are put on administrative leave and temporarily

relieved of their police powers.

It's not punitive, it's standard procedure.

Santiago was the only officer with a permanent rank on duty.

There wasn't a senior officer readily available to assume his authority, or the duties that

would normally be required of the shift supervisor following a major use of force incident.
