The government has announced yet another crackdown on people arriving in the UK in so-called small boats.

They will not stop coming here until the world knows that if you enter Britain illegally,

you will be detained and swiftly removed.

Rishi Sunak apparently wants voters to know that he's now pushing policy to the outer limits of legality.

But with warnings that the government's new plans are unworkable, costly and even immoral,

how did we get here?

They have been in power for 13 years.

The asylum system is broken and they broke it.

I'm John Harris and you'll listen to Politics Weekly UK for The Guardian.

It's clearly a conversation about refugees, but as far as its place in politics is concerned,

it's a proxy for immigration.

There are so many things that play here and as we'll discuss later, there have been for a long, long time.

Just to start, let's remind ourselves briefly of what the government wants to do.

Nearly all people who come to the UK on so-called small boats, if the government has its way,

will be automatically disallowed from making claims for asylum.

They'll be detained for at least 28 days without recourse to bail or judicial review.

By which time, the government hopes to have deported them either to their country of origin

or if that isn't possible to another supposedly safe country such as Rwanda.

To do this, the Home Secretary's duty to remove people will take priority over people's ability

to appeal against their removal using the Human Rights Act or the United Nations Refugee Convention.
