Summary

SS Director Rowe, why was Thomas Crooks walking around unabated? #secretservice #thomascrooks #trump For at least an hour before the shooting, Crooks was seen walking around near the rally area. Crooks was seen in video obtained by Pittsburgh ABC affiliate WTAE pacing just beyond the boundaries of the Trump rally at 5:06 p.m., around one hour and five minutes before shots were first fired. He was also seen walking around near the magnetometers minutes before the shooting, according to law enforcement sources. Some witnesses reported him as a suspicious person, law enforcement sources said. He then made his way to a nearby building, climbing up air conditioner units until he was able to get on the roof of an adjacent building, according to sources. From there, he moved onto a taller building next to it. Just before Crooks opened fire, rallygoers spotted him on the roof and tried to alert the Secret Service. In an unclassified briefing Wednesday, law enforcement officials said 20 minutes passed between when Secret Service snipers first spotted Crooks on the roof and when he opened fire on Trump. He was identified as a person of interest 62 minutes before the shooting, they said. (ABC News)

Director Rowe, in your testimony here today, as well as in your written testimony, you said very, very clearly that you can't defend why that building with the shooter on top of it was not better covered.

0:15.1

You were very clear. You cannot defend that. So my question to you is my understanding is that there's a detailed site survey that is done prior to an event to identify potential threat points.

So talk to me about that site survey.

0:29.9

I'm sure you've had a chance to look at it now after action.

0:32.9

And how did that site survey get approved when it was so clear that that was a major threat from that building?

0:42.5

Thank you, Senator.

0:43.7

So our Pittsburgh field office did the advance.

0:47.8

During that advance, not only were they discussing amongst themselves about mitigating the line of site,

but also they were discussing with other agencies that were supporting it.

0:58.0

Our counter-sniper's met with their counterparts. The team lead and team lead met. They walked the site.

1:08.0

They identified the AGR building. And if I may, Senator, if I could point out

1:13.2

something right now, if I may, and we will place this for the record. But this is the point of view.

1:25.6

This is from the second floor of the AGR building.

1:29.2

This point of view is the point of view where the counter sniper team locally was posted.

1:36.9

The gold arrow indicates where the shooter fired from.

1:44.4

Looking left,

1:48.8

why was the assailant not seen?

1:52.6

When we were told that building was going to be covered,

1:57.8

that there had been a face-to-face that afternoon,

2:01.2

that our team leads met.

2:06.7

This was the view.

2:12.9

Let me show you another view, Senator.
