by a perpetrator connected, innimately, to hate speech online. This begins the saga of

New York State seeking a remedy for those who spread hate online or in some fashion to do

with social media platforms. I welcome Professor Richard Epstein of the Hoover Institution

writing and defining ideas for the Hoover Institution to comment on what appears to be a pioneering

way for New York State to answer this complaint that those who practice vilification, humiliation,

and sightmen online can be connected to crimes and that is predicate for those social media

platforms to be policed. Richard, a very good evening to you. The First Amendment is

absolute, as I understand it, about online publications, paper publications, except there

are instances now here in the 21st century that move into, for me, a grey zone. This

time, New York State is stepped aside from the First Amendment and passed a law which

has a very difficult to pronounce section 394CCC beginning December 3, 2022. What is the

intent of that law by the state authorities? Good evening to you, Professor.

Yeah, well, it starts over to sort of a grandiose proposition to the effect that the New

York State will for the entire nation, I might add. Adopt a series of actions which are

designed to reduce the amount of hate speech that appear on the media to a zero level.
