of State many years at the Wall Street Journal editorial page, to comment on the National Security

Strategy as presented by the Secretary of Defense and the Trump administration in these last

days, a document that is prepared to give outlines for how the

administration will go about foreign affairs these next 12 months or 24 months. The document does not

have to be annual. It can be quadrenial. But right now we're dealing with something that's new,

but it's old again. It's the Monroe Doctrine Trump corollary. What is

the Monroe Doctrine? Well, I'm going to be very dry about this and pay attention to what Wiki

says. A United States foreign policy position that opposes European colonialism in the Western

hemisphere, it holds that any intervention in the Western Hemisphere.

It holds that any intervention in the political affairs of the Americas by foreign powers is a potentially hostile act against the United States.

The doctrine was central to American grand strategy in the 20th century and at the end of

the 19th century.

Most famously, the Roosevelt corollary of the Monroe

doctrine in the Venezuela crisis of 1902, 1903. And that came down to gunboats. The Brits,

the Germans, and the Italians were looking to, in some fashion, dominate the story of
