I'm John Batchew with Professor Avan Ellis of the U.S. Army War College.

Professor tells me that China is out with a paper, not unlike the national security strategy,

when it comes to the Americas, South America.

Argentina, yes, is a concern of the United States.

But for China, it's Peru, where they built a huge port they

control, a deep water port, and Chile, where all the copper is, if not, if it's not also

in Peru. China needs copper. Why? They control 9% of the world's known copper, just 9%. That number rises to 20 if they include their colonial possessions overseas.

That would be Peru, maybe Chile.

China will battle for that copper.

They have rare earths for the moment.

They're rare earthers everywhere.

But they do not have copper.

Evan, can we characterize the Chinese approach to South America as slow, fast, hard, anxious?

How would you characterize?

What you alluded to is important, John.

I would say probably the approach is diplomatically, but confidently, full speed ahead.

And, you know, it's interesting that literally just two days ago you had the release by the PRC of their new policy white paper to Latin America in which they basically

lay out how they want to engage with the regions across what areas. This has traditionally

been a landmark document, but because of the U.S. national security strategy has not yet gotten

a whole lot of attention. But it's worth a read just to kind of give you an idea of what China

wants to do and how it's responding to the U to kind of give you an idea of what China wants to do
