Well, China is very important to North Korea, and the Ukrainian war is included in this,

especially since about 2019, the Chinese have just stopped really enforcing the sanctions

at all.

So North Korea is totally reliant on dual-use technologies to support its military

industrial complex, such as it is, because obviously they don't manufacture a lot of
