This is CBS, I on the World. I'm John Batchel. I'm joined by my colleague and friend Bill

Raggio, the Foundation for Defensive Democracies, keeps the Long World Journal,

to comment on what is now presented as a 28-point plan being amended by many of the hands

that are our allies of the United States and Europe, NATO, but other voices as well from around

the world, including Japan and Asian powers allied with the U.S.

Bill and I have been discussing a Gideon-Rachman column in the Financial Times within these last

hours, offering three scenarios starting with the 28-point plan.

The first scenario is that Ukraine rejects the plan,

and President Trump follows through on what Gideon Rockman says is an implied threat to cut off

aid to the country, meaning Ukraine loses. The second possibility, Gideon Rockman writing,

from Europe, he's the chief foreign correspondent for the Financial Times.

That's the most sober-minded and conservative paper in Europe in English.

Second proposal is work that was done between Whitkoff and Demetriyev.

Now is in the hands of the foreign ministers

and Secretary of State of the United States, Mr. Rubio, for emergency meetings, and is being

reshaped, we're told significantly, and Ukraine is playing part of that reshaping. And that

means that the 28-point plan will turn into something more clear-cut as an advantage to both sides.

The third scenario is that Ukraine crosses its arms and turns away and rejects everything, and the war continues.
