It sparked a chorus of condemnation from NATO and EU leaders who have accused Russia of acting recklessly. These residents of the Port City of Galatz said they feared this was not an accident,

but a deliberate attack by Moscow.

Well, I think it's another provocation by the Russians.

I don't believe this was an accident.

This has happened too many times for the Russians to be doing this by accident.

Either that or they're highly incompetent at waging war.
