Summary
Russ says 20 years ago when ultimately the NSA started spying domestically in mass, they were using programs that intentionally were not given the capability to have audit trails done within the system. By doing that, they were covering their tracks in case someone went in to try to find out what was going on. They were doing their dirty work in the evenings when a whole lot of folks were at NSA, and not too many people at NSA knew what was going on. The cyberworld is an active war zone. We've been fighting this war for many years now, says Russ.
