My conversation with Henry Sikowski, my colleague, he's an executive director of the Non-proliferation Policy Education Center.

On these apparition nuclear power plant at risk for more than a year in a combat zone,

being maintained by the Russians without very clear understanding of maintenance and repair,

there are six containment vessels at number six, the largest in Europe.

Number four has been on what is called hot shutdown,

in order to provide energy electricity to maintain the other five containment vessels on cold shutdown.

Hot shutdown is necessary because the outside power lines that are connected to the plant

are not sufficient to run everything they can run the monitors.

The generators that back up the outside power lines are meant for just a short period of time.

Here's the situation as we understand it.

The outside power line was cut by shell fire in these last days, said to be repaired.

At the same time, number four experienced a water leak out of one of the steam generators,

there are three or four steam generators around the containment vessel, a water leak.

The Russians are proposing and intending to put number four on cold shutdown,

therefore they need another power source.
