This is John Batchelor, conversation with my colleague Henry Sikalski of the Non-Proliferation Policy Education Center

about what is called a breeder reactor, a fast breeder reactor, old technology.

Importantly, if the fuel going into it is enriched uranium,

H.E.U. It produces plutonium, a plethora of plutonium, for bomb making. The news is that Russ Adam in Russia is building three of

these for the People's Republic of China. The fresh information is that Bill Gates

of Microsoft Fame has invested in a company called Terra Power that is building small versions of what can be easily called a breeder reactor. We're told that the breeder reactor small version,

terra power version is not for making bombs. However, Henry Sikalski identifies what the problem can be before they

export them to the world, especially the Middle East. Here's Henry Sikalski on a fast breeder reactor built in a modular form by Terra Power, a company dominated by Bill Gates and what can happen to the terror power design.

Terror power is a firm that Mr Gates bought and owns

that has a design, a fast breeder reactor design, which was called the PRISM, which is based

originally on a federal system called the experimental breeder reactor 2, EBR 2, and these

fast reactors have been modified by Terra Power to be so they don't produce a surplus of plutonium

weapons, super weapons, great plutonium. But they can be altered to do that pretty quickly. And he has

managed, even though he is one of the richest people in the world, he needed

apparently two billion dollars in grants from the Department of Energy to

promote the construction of a plant in Wyoming.

And this has been delayed. You know, we'll see if it ever gets built, but they're spending money.

And he anticipates exporting hundreds of these things he said because he's struck up a deal with

the United Arab Emirates to help promote foreign sales. Now with the mind boggles as to where these things might be built

if they ever are.

If the UAE is a sales agent, could be the Middle East. Well, you know, these things are bomb-starter

kids to say the least. More of this later.
