This is John Bachelor. I spoke to my colleague Henry Sikolsky, the executive director of the Non-Proliferation Policy Education Center, about the unprecedented moment, the transfer of nuclear weapons from Russia, the Russian Federation, and nuclear state, into Belarus, a non-nuclear state.

Henry makes it very clear that not only is this unprecedented, we don't entirely know what it means in terms of transferring, deploying, delivering nuclear weapons from one state that is in charge of them to another state that may or may not have possession of them. It's all very odd. Here's Henry.

Good evening. We're reassured by every journalist, the commentator, and even Mr. Kudin in our state department that don't worry. These weapons are perhaps going from Russia to Belarus, but they are under the control of the Russians, and under the nuclear non-polification treaty, which the two nations are bound by, Belarus cannot be.

Require control over, quote unquote, such weapons or explosive devices, and Russia is not allowed to transfer control over such weapons or explosive devices. There's only one problem.

We've never defined what controllable means or entails, nor have we clarified what such weapons would include. I mean, one can be reasonably assured these words mean something, but we've never really litigated to know what the president might be over these questions.
