This is John Bachelor speaking with my colleague Rick Fisher of the International Assessment and Strategy Center

about Tells. Those are mobile launchers provided to North Korea and North Korea is now showing them off 250 of them for

short-range ballistic missiles. Crit and Rick Fisher describes the strategy here because these tells come out of China, the technology, the design, the plans.

And there are long-range tells as well for long-range missiles, ballistic missiles that can reach the US.

Rick is very clear what the thinking is in Beijing and Shanghai, the headquarters of the PLA.

How to Use North Korea.

Well, John, first of all China wants North Korea to be a nuclear-arm proxy.

And the question is how large of a nuclear-arm proxy?

Just like China has built Pakistan into a nuclear

armed proxy to dominate India. China wants North Korea to be a nuclear

armed proxy to dominate South Korea, Japan, and eventually the United States.

China has already provided larger tell technology directly to North Korea and we have failed to

sanction the companies that have provided this tell technology. What we're

seeing with the smaller tell, John, in my opinion, is a copy of China's strategy

with Pakistan, which was to sell and transfer the means to produce a range of large and small tells,

but to conceal the origin of the tells by changing the shape of the tell.

So it doesn't really look like anything that China uses it's

in its military.
