making a distinction between a riot

and a protest in the recent Los Angeles disorder. Richard goes on to say,

how do you make a difference? How do you tell a difference? You need to make that distinction.

There's much more to say. Here's Richard. Heather McDonald is a

scrupulous and accurate reporter. And when our good friend Breyer said there's only stray

entrance to fire, what he really means is that stray bullets can start to kill people.

There's a general maximum about what it means to peaceably assemble, and I think it's

important to do that.
