Operational Energy. What is that? That is the energy required to do combat or to

contest space against an adversary compared to installation energy which is self-explanatory, the air conditioning of a building.

Energy is the battle for the 21st century domination.

Who has it, who can keep it?

And here Brenda is very careful to understand and

explain how operational energy can be a target of the adversary take away the energy and the warfighting will wind down, will be defensive

So OE, operational energy means that energy needed for the military to conduct its operations.
