That's a good question.

And again, if you were to ask me, well, history would say, yes, they can because ultimately,

so for the first 20 years of WTO, the world was happy to buy up Chinese trade.

And there was this mantra of free trade is almost the sole goal of any trade relationship.

And of course, now many countries have wakened up to the problems of that,

and particularly how China has run a very mercant list foreign policy and trade policy.
