This is CBSI on the World. I'm John Bashar. The conversation between Washington and Beijing,

between the People's Republic of China, Xi Jinping, and his counselors, and President

Joe Biden and his counselors. We look to personalities on the cabinet. I learned from Josh

Rogan, who writes global opinions for the Washington Post. Josh, a very good evening

to you. The series of cabinet dignitaries, I was way to tell the story of contrast, sometimes

paradox, and certainly, quandaries. For example, I learned from your column that Beijing, the

Chinese Communist Party, Xi Jinping, prefer Janet Yellen, the Secretary of the Treasury,

former Chairman of the Federal Reserve, over and against Anthony Blinken, the Secretary

of State. Why so? What is Yellen at Treasury represent to China that Blinken at State does

not? Good evening to you. Well, good evening, John. Well, it's long been the Chinese Communist

Party's strategy to try to drive a wedge inside any American administration between the

National Security Officials and the Economic and Trade Officials. Their theory of the

case, which is borne out by a lot of evidence, is that the economic officials will always

be more dovish in the National Security Officials will always be more hawkish. That dynamic

is especially prominent in the Biden administration because Secretary of State Anthony Blinken

is the champion of what's called the competition-based strategy, while Secretary of the Treasury,

Janet Yellen, has been internally the champion of a more engagement-focused strategy. While

both of these parts of the Biden administration will tell, say publicly, that they agree with

each other and that there's no daylight between these two figures, I'm here to tell you,

based on my reporting, speaking to many, many people in many, many parts of the US government,

that's simply not the case. And increasingly, as the Chinese government

ignores Secretary Blinken, people like Janet Yellen and also Congress Secretary Gina Rheimondo
