Yeah, they're referring to the third plenum of the 20th National Congress of the Communist Party.

Now, Congresses are held once every five years.

Plentums are interim meetings.

And the third plenum should have been held last fall

according to tradition.

It is traditionally reserved for economic reform. And the delay suggests that there is disagreement in
