Good evening, John Gordon. No, this is not the first time that the Chinese

erected a barrier at the mouth of Scarborough Show. They did this in July of 2012 after the dispute

from April through June between the Philippines and the Chinese and after the Chinese

maintained possession and the Filipinos left for the agreement that had been arranged by Kurt

Campbell then the Chinese then went and put this barrier and they've taken it up and down
