0:37.8	limits who and what the press are allowed to talk about.

0:42.0	we actually have to take a look back.
0:43.2	Back in 1938, Congress was worried about fascist and communist propaganda in the United States,
0:47.2	so they enacted the Foreign Agents Registration Act.
0:49.5	Now the Act wasn't supposed to prohibit political propaganda.
