outrage after video shows a 23-year-old Ukrainian refugee being stabbed to death on a Charlotte light rail train.

Arena Zarutzka was killed in an unprovoked attack on August 22nd. She just boarded the Lynx Blue Line,

about 10 p.m., still wearing her uniform

from work. She was sitting alone, looking at her phone, and a man in a red hoodie sat behind her.

After four minutes, he stood up, pulled a folded knife from his pocket, and stabbed her three

times in the throat. She collapsed and died on the train as passengers tried to help.

Governor Josh Stein says, quote, I am appalled by the footage of her murder. We need more cops on the beat to keep people safe.

He urged lawmakers to pass his plan to fill law enforcement vacancies and, quote, stop these

horrific crimes. Police arrested 34-year-old to Carlos Brown Jr. days later. He's charged with

first-degree murder. Brown has a long criminal history, armed robbery, breaking and entering,

felony larceny. He was released earlier this year after claiming someone had implanted a device

in his body. A court ordered a mental health evaluation that was never completed. Officials say Zerutska and

Brown never even spoke to each other. Zerutska fled Kiev in 2022 with her mother, sister, and brother.

She worked at Zipides Pizzeria, studied to be a veterinary assistant, and walked her neighbor's

dogs. Her obituary described her as a gifted artist who was, quote,

happiest when surrounded by family. Her death has become a flashpoint with President Trump calling

Brown a lunatic and blaming Democrats for letting violent criminals walk free. Charlotte's mayor called it

a, quote, tragic failure by the courts. A U.S. attorney said federal charges are under review, quote,

we are looking at every way the federal government can bring justice to Irina Zerutska and her loved ones.
