president of the People's Republic of China, has been in Peru during the APEC meeting.

But in the meantime, he inaugurated a deepwater port

owned by Costco, which is a Chinese Communist Party cutout. The deep water port is ostensibly

for Peruvian and other Latin American nation natural resources, but it could easily serve as a

naval base as well. So the PRC, the PLA Navy,
