They're not willing to attack the problem of emotionally disturbed people taking over the subway

system. So what's the easiest way? Well, let's hit the taxpayer. Let's hit the people in the

outer boroughs that drive their cars into the city.

And let's pretend it's about congestion in traffic.

Let's pretend that.

And let's bang these poor taxpayers minimum $9 during the peak times to drive into the city.
