80 is a tragedy for the hemisphere, has been for quite some time.

Attempts to solve the Haitian problem, many administrations over dozens of years.

This is a ongoing challenge to all of the leadership in the United

States and to other parts of the police officers assigned to tackle rampant gang violence in Haiti or leaving Kenya in these

last hours set to arrive this week according to the U.S. State Department and the quote

from the state, Matthew Miller.

We hope to see further measurable improvements in security, particularly with respects to

access to humanitarian aid and core economic activity.

I stopped there, Professor, because the news this morning compounds

this challenge. Kenya volunteered in some fashion quite some time ago to do a job that to my knowledge no other part of the Americas

want us to take on which is security in Port of Prince and yet within these

last hours almost as if the Kenyan police contingent leaves Kenya to travel to

Central America, to travel to the Caribbean, and a violent confrontation takes place in Nairobi around the legislature,

the police fired tear gas and then they opened fire with live rounds, five reported dead, maybe many wounded.

The president of the country on the

media talking about organized crime and threats from the outside. This is a crown

jewel of the Commonwealth and yet now we have both countries involved in violence.

I just mentioned it professor because it would seem that Haiti is a serious what do we say bad luck or an indifference of the hemisphere how do you

summarize this it's been going on for decades there's no particular president

identified with failure.
