rolled out the new rules for chip makers and summed up

the politics to the New York Times.

The quote,

if Congress wasn't going to do what they should have done,

we're going to do it in implementation.

The context here is the $280 billion chips act,

which the Republicans joined to pass and the President signed.

So it looks like a bipartisan success or is it?
