shelters, hotels, dorms, and other emergency facilities across Massachusetts. That figure is

80 percent higher than it was just one year ago and it's unsustainable. For this reason,

today I am declaring a state of emergency in Massachusetts.

Healy has no intention of repealing the right to shelter even as she declares a state of emergency.
