In the spring of 2014, officials at the Department of Homeland Security were facing a crisis

at the southern border.

A flood of Central American refugees were fleeing violence and poverty in their home countries

and entering the United States illegally.

As Secretary of DHS, Jay Johnson strutled to come up with a solution.

His agents aggressively stepped up criminal prosecutions and deportations, and they rounded

up entire families, holding them for prolonged periods in makeshift border patrol detention

centers.

Until a scathing federal court order ruled the practice must stop.

Johnson also briefly considered and rejected a plan to separate children from their parents,

a proposal the Trump administration adopted last spring.

Johnson was one of many voices this week calling Trump's policies immoral and un-American,

the president under intense pressure finally relented and rescinded the family separation

practice via executive order.

But what is Johnson's solution?
