So with Malcolm H online, conference of presidents, major American Jewish organizations

and joining us is our colleague Jonathan Schanzer of the Foundation for the Defense of

Democracies. Jonathan, the president of Israel, Mr. Herzog addressing Congress.

This line in particular, at the same time, said the president, successful terror attacks

are celebrated, terrorists are glorified, and their families are financially rewarded for

every Israeli they attack. He's referring to the Palestinian Authority and their arm,

their terror arms. What's he talking about, Jonathan? Good evening, too.

Good evening. He is speaking about a policy known as pay for slay. This is something that

the U.S. government, specifically Congress, has been tracking now for many years.

What is so interesting is that Mahmoud Abbas, the president of the Palestinian Authority,

is known to be someone who was supported nonviolence famously in 2005.

He brought an end to the second into Fata as it was known.

This was a war launched by his predecessor, Yasser Arafat, who encouraged Palestinians

to go out and murder Israelis, suicide bombings and horrific attacks.

He brought an end to that, and that earned him a reputation of being nonviolent.

But what we have seen since, in the 15, 18 years since he's been in power,

is that he's actually been encouraging such violence through other means.

He pays the families of terrorists who are sitting in Israeli jails,

who have been convicted of murder, who've been convicted of terrorism charges.

And so Congress has taken action. Famously, there's a piece of legislation known as the Taylor Force Act,

named after a young man who, an American man who was killed by a Palestinian terrorist in, actually, in Jaffa.
