- The Drive at 5: During Thursday’s House Judiciary Committee hearing on Foreign Intelligence Surveillance Act (FISA) Reform, Inspector General Michael Horowitz seemingly conceded that the Federal Bureau of Investigation (FBI) has conducted more than 3 million warrantless searches of communications involving American citizens. Congressman Andy Biggs (R-AZ) alleged that the FBI has been conducting, on average, 559 searches per day—Biggs concluded, “that means, in my opinion, they have broken the rules 559 times per day.”
