In effect, Trump did not comply with the requirement.

What the National Archives, which is an independent agency should have done is say, Mr. President,

you have not sent us the certification required by law.

Your request to have another six months to review these documents is not in accordance with law.

We are ignoring your request and we're going to proceed and release the documents

anyway. That's what they should have done.
