Last October, when the Pentagon released its national defense strategy,

scholars and policy wonks poured over the document for signs of the long-term thinking

behind the Biden administration's day-to-day decisions.

And one thing emerged quite clearly, that the White House sees Beijing as its most consequential

strategic competitor. China is what is described as a pacing challenge, a challenge not just in

the immediate term, but also a growing one in the medium and

longer term. But as we know, beyond China, the United States faces a range of other pressing

challenges, not least with Russia's invasion of Ukraine, but also from North Korea, from the

Middle East, and from many other areas around the world.

How does the White House rank and prioritize these challenges?
