Ahead of India's six-week general election, the ruling B.J.P. said it aimed to win 400 seats. That supermajority would have allowed Prime Minister Norengra Modi to change the Constitution

and reinforce his Hindu nationalist agenda, prompting an opposition figure to warn of a possible

dictatorship.

But with more than 90% of the 642 million votes counted, the B.J.P. is falling short of that target.

It is on course to lose its majority, winning about 240 seats down

from 303 last time. The party will still be able to govern with its allies, making Mr. Modi the first leader since

Nauru to win a third straight term as Prime Minister.
