The days and weeks ahead, I'll work to build on the progress we have made in the Social Security discussion.

Americans of all ages are beginning to look at Social Security in a new way.

I'm going to look at Social Security in a new way. 2004 election is over and and President George W. Bush steps up to the podium and makes a declaration, one that is going to shape how the next year of his presidency is going to go.

I earned capital in the campaign, political capital, and now I intend to spend it. That capital, he thought, would be best

invested in one giant program. In fact, it would turn his presidency, which already been

historic, but because of events outside his control, 9-11, into one that had a policy issue that he would accomplish.

I believe the best way to achieve this goal is to give younger workers the option of putting a

portion of their payroll taxes into a voluntary personal retirement account.

And he wanted that to be Social Security. He wanted a fundamental overall, not just a

tweak, a market-driven transformation. He called it the Ownership Society. Younger Americans would

no longer be wholly dependent on government payouts, but instead empowered to build their own

retirement savings through personal investment accounts.

This is the key.

The retirement systems were designed for yesterday.

I believe they ought to be designed for tomorrow.
