If you're not even the CEO of the federal government, what does that mean about what the president's actually able to do each and every day?

I mean, this is the challenge in general of how do you reform the federal bureaucracy?

Because to your point, I think you said, and it's right, most federal workers go into the federal government and they stay there for decades and they get protections and they get guaranteed salaries and they get pretty good pensions and that's why they never leave.

And they know that whatever a president term is, even if you get it for eight years, it's going to at some level, eventually they're going to outlast the president.
