Talk's aimed at capping oil production, as much affliction as that was, failed, and oil prices

are down.

In Brazil, President Dilma Rousseff is impeached, what is somewhat striking about both events, how limited the impact on markets has been.

Right now oil prices are trading at $39.05 for West Texas, that's down 3.1%

Brent crude 4, 178 off 3% on the day.
